St. Paul, the capital of Minnesota, is the second most populated city in the state, with close to 300,000 people in the city, and around 3.5 million in the metropolitan area. The metropolitan area is known as the Twin Cities, since St. Paul is adjacent to Minneapolis. St. Paul actually started as a tavern, which was owned by Pierre Parrant, but people called him Pig's Eye, because he had one eye that was blind.1 The area grew to more than the selling of liquor, it grew into a large trading outpost known as Pig's Eye Landing. There were Native Americans, Europeans and American soldiers who lived close by. The city actually is situated between the Mississippi River and the Minnesota River, growing into a large transportation city which was great for trading. The city incorporated in mid 1800s, becoming the state capital at that time.

The district has also taken measures to implement intervention strategies that help students develop positive behaviors and effective coping skills to deal with the daily stressors of school and the negative impacts bullying has on self-esteem. Current Initiatives

St. Stephen's Human Services engages in outreach programs to help meet the needs of St. Paul's homeless population. Their Street Outreach Team scours St. Paul locations for individuals and families who do not have a permanent residence in order to provide them with information and resources regarding shelters, soup kitchens, and other support services. The Street Outreach Team also advocates on behalf of mentally ill persons who live on the street, particularly those who would be better served by a social service agency than by involvement with local police.
