Incorporated in 1991, Lake Forest is named for the two lakes within its boundaries. The city now includes the communities of Foothill Ranch and Portola Hills. Lake Forest is one of the safest communities in the nation, ranking in the top 15 safest cities according to two separate surveys. Whiting Ranch Park and Heritage Hill Historic Park provide quiet places of reflection and solitude. The Lake Forest Beach and Tennis Club offers a gym, basketball courts, picnic areas and many other fun family activities. Students at El Toro High School have a number of programs at their disposal that help them develop the knowledge and skills they need to prepare for college and the workforce. The school's AVID program - Advancement Via Individual Determination - accelerates student learning by using research-based teaching methods that holds students accountable for their learning and pushes students to achieve the highest standards.4 Students who qualify for special education services receive assistance that facilitates their academic success in general education classes. Students also get support in resource classes or day classes, depending on the criteria set forth in their individual education plan (IEP). All special education students are provided a least restrictive environment in which to learn and interact with their peers.
