The town was incorporated in 1900 and has since become an industrial and commercial center experiencing rapid population growth.1 The city's residents can enjoy various cultural activities, including productions by the Windsor Community Playhouse. Each August, the Windsor Fine Arts Festival attracts artists from around the region.
