Windsor, Colorado had its beginnings as a small farming community. In 1873, J.L. Hilton built the first permanent residence in the area, and not long thereafter a railroad line was built. The rich soil attracted farmers of all types, but especially those who grew wheat and sugar beets. The town was incorporated in 1900 and has since become an industrial and commercial center experiencing rapid population growth.1 The city's residents can enjoy various cultural activities, including productions by the Windsor Community Playhouse. Each August, the Windsor Fine Arts Festival attracts artists from around the region. In October, the city celebrates the German heritage of many of its residents with a daylong Oktoberfest celebration.
